Either A: Oversight, or B: Their "nega" nature coming from the Fade and all makes them inherently magic, hence the ability occasionally manifesting.

Is how do they use magic? If they are created from Dwarves who are resistant and unable to cast magic, how is it that Genlocks have Emissary's I wonder?
